League of Enforcers - Chapter 2

This is a continuation of my short story, League of Enforcers, which is essentially just a character development story, for a bigger story I have planned later on, possibly more stories afterwards.
This chapter covers Billy AKA Chiller and how he got his powers.
"Heh. That guy's such a great assistant. Doesn't complain about a thing. And damn he's a cutie... Ok Billy, back to Earth. Have you looked at yourself in a mirror lately? What would he want anything to do with you for?" He shook his head to himself as he pressed the button for the elevator. The doors opened only a few seconds later, letting a few people out on that floor. "That elevator was making some funny noises.." One of them mumbled as they walked by. Billy just shrugged it off and stepped inside. It seemed like all the equipment around there was messed up somehow.
As the elevator slowly made its way down to the ground floor, Billy pulled out his cell to txt while he waited. "Heh. Oh yea, no signal in here...." He fliped his phone shut ad boredly watched as the elevator traveled down from the 60th floor. "Jeeze... By the time I get down, my lunch break will be half over and it will be time to start coming back up again.." The elevator shuddered some, which made Billy grip the rail a bit tighter. He always had a fear of being stuck inside an elevator, ever since he was little and got stuck in the one at his fathers shop.

The elevator began to shake violently before screaming to a dead stop at the 35th floor. The lights flickered some before going dead, and Billy was left alone in the dark reliving his worst fear. "It's...it's ok Billy. Don't worry, someone will come eventually and rescue you..." That's when the speaker came on, and Mr Johnson's voice blared over the system telling everyone to run to their offices immediately.
"FUCK!!!" Billy screamed as he slammed his fists hard against the door of the elevator. "Help! Someone please help me!" He screamed frantically as his heart pounded in his chest. "PLEASE!" He could hear the frantic shouting outside as everyone forced themselves through the panicked crowd. His breathing became heavy, as the walls of the elevator seemed to close in around him and his claustrophobia set in.
Suddenly, he was thrown hard against the wall when the bomb went off, hitting his head hard on the hand rail and sinking lifelessly down to the floor. He was unconscious when the radiation blast hit, so he wasn't able to feel the pain James was feeling at that moment. However, his body temperature began to slowly go lower, and lower.
"Hello? Hey- G-god damn! Since when did we get an air conditioning system for the elevator shaft?" Russel, a fairly chubby beaver, cursed to himself as he climbed down the ladder and hopped on the elevator car. "I told them to replace the bearings on these wheels before they froze up. Gonna be a bitch and a half getting this shit freed up." He bent down and tapped his fist hard against the top of the car. "Ello? Anyone down there? Someone told me they heard someone screaming before that bomb went off. Well, I'd say everyone was screaming..." He opened the emergency hatch and was shocked by what he saw. "Holy..."
The inside of the car was like a freezer. The walls were lined with inches of ice and icesicles. Billy lay in the corner, his body a slight blue color, and completely stiff. 'Oh no.." He hopped inside the car and lifted Billy up in his arms. "C'mon kid.. Ya can't be dead.. Wake up!" Billys eyes slowly opened up, and he groaned as he rubbed the bump on his head, looking around the frozen elevator car. "Where am I... What am I doing inside of a freezer?" Russel shook his head. "You're still in the elevator. I don't know how it got iced over like this. But I'm getting ya outa here."
He hoisted him over his back and growled as he felt ice form over his skin. "Damn kid, catch a cold or somethin..?" He pulled himself out of the elevator shaft and sighed, placing him down on top of the car and shaking his head. "Sorry kid but you made my shoulder so damn numb.. I can't even move it. You're gonna have to climb that ladder yourself.." With a bit of hesistation, Billy gave him a curt nod and began to climb up the ladder, as ice began to form on the walls around them. Billy made his way to the open door, as more and more ice formed around the walls and steel cable inside the shaft. Just as billy made it up, the sudden change in temperature caused the steel cable to snap, letting the elevator car careen freely to the floor 35 stories below.
"RUSSEL!!! NO!!!" He frantically reached out as if to try and grab him, knowing that Russel would be too far down the shaft to reach him. Suddenly a long, sub-zero beam of ice shot out from his palm, hitting the elevator car and forming ice between it and the shaft, catching the elevator car before it got going too fast. Billy could not believe his own eyes. He had to be dreaming. Logically, the only things that came out of a cats hands were claws. They couldn't physically shoot out beams of ice, yet he saw himself do just that with his own eyes. Russel looked on in utter astonishment as well. "Billy.. You saved my life..." He quickly grabbed the ladder and began to climb back up, his heart racing inside of his chest.
"I've.. I'm..." Billy suddenly fell limp again to the floor without warning. Russel shook his head some and picked him back up. "I'm taking you home bud. You need your rest it seems.." Billy was soon home, as his apartment wasn't but a few blocks away. Russel had to worry about fixing the elevator, so he left soon after he had tucked him in bed.
Billy never woke up again till later that night at around 10:30. Even though he was covered up, fully clothed, and the heater in his apartment was running, he was freezing his tail off. Not only that, but his body had changed further during his nap. He was still lean, and skinny, but most of his body fat had dissappeared, replaced by firm and lean muscle. His vision had changed as well. With the glasses, his vision was blurry and he had a headache. Without them, he could see perfectly. "Wow.." He set his glasses down and walked into the kitchen, filling a cup with water and wrapping his paw around. The glass cup shattered instantly and the water turned to ice, leaving a large cup shaped ice cube in his paw.
"I need... I need a name.." He said as he paced back and fourth. All the heroes in the comic books he has read so far had one. Why shouldn't he? "Ice? Naw that's a bit... I dunno. Crystal Ice? Hmm.. Crystal Meth...wait nevermind. The Blue Wonder? Too cliché... Big Chill? No wait that's taken already.. I got it.." He said as a smirk played across his face. "Chiller."
